ABSTRACT

Gender issues being most discussed issue in the context of relations between men and women
and in the context of relations within the community, development or state. Mandate the implementation
of gender equality is enshrined in various laws and regulations. Rules include amendments to article
31 of the 1945 Constitution and Act 7 of 1984 Concerning Ratification of Convention on the
Elimination of All Forms of Discrimination against Women (Convention on the Elimination of All
Forms of Discrimination Against Women). Observations carried out in the Department of Education
to obtain data Kediri extent of implementation of Permendagri number 15 of 2008 on Guidelines for
Implementation of Gender Mainstreaming in the General area Kediri have been done.
Implementation Permendagri 15 of 2008 on Gender Mainstreaming in Elementary Education
Level in Kediri is still not optimal, it can be seen from the three districts in Kediri gender inequality
persists in three issues of the Access and Equity, Quality and Relevance and Accountability and
Governance education. On the issue of Access and Equity, gender inequality is influenced by factors:
economics, motivation and environment. While the issues of quality and relevance, factors that
cause gender inequality are: economic, social, cultural, and environmental. Factors - factors above
are also almost the same as it did on the issue of the Education Accountability and Governance:
socio-cultural factors, economic, internal female, family, religion, motivation, and the motive to
excel. Gender issues being hotly discussed issue in the context of relations between men and women
and in the context of relations within the community, development or state.
