ABSTRACT

The Research aims to 1) analyzing the phenomena that related with outcomes of life skills
program. Program Dana Bantuan Khusus Pendidikan Kecakapan Hidup Pendidikan Non-formal (Block
Grant for Life Skills -Non Formal Education Program) in East Java Provence. 2) analyzing the
attitude and productive behavior changing of the members of this program at post program. 3)
analyzing the institution that involved, the problem of the policy and government rule in empowerment
life skills program. This research used survey in nganjuk (district) and Kediri (district). The location
of this research was choosed by purposive approach, because in this location the program of
empowerment has finished. This program based on local agricultural product. The result of this
research proof that the institution prior the step of members recruitment, vocational skills training
process, monitoring and evaluation in one month after training. There is no step of advocation
transition, pre-independent step, training after pre-independent and independent step. And also the
differentiation of educational quality is high. Soit needs a model of integrative-participative advocation
till independent step.
