ABSTRACT

Poverty is often understood as a symptom of low levels of welfare only when poverty is a
phenomenon that is complex and multidimensional. The low level of life that is often used as measure
of poverty is one of the chain from the emergence of the cycle of poverty. Poverty is a complicated
and multidimensional problem that is inseparable from development and economic mechanisms,
social and political force. The aims of this study is 1). Identify socio-economic characteristics of
poor families in Gending-Probolinggo Regency, 2). To find out what policies are applied in tackling
poverty, 3). The establishment of the draft and the empowerment of the poor re. determination of
model-based Small Industry/Handicrafts (Industri Kecil/Kerajinan/IKK).
The research was conducted in Gending-Probolinggo Regency by taking samples of the two
villages, Bulang and Sumberkerang. The research was conducted in Gending-Probolinggo Regency
by taking samples of the two villages, Bulang and Sumberkerang. Samples were taken by 79 families
of 789 families, with details taken 43 respondents from Bulang and 36 respondents from Sumberkerang
drawn using an area sampling technique and simple random sampling. Data analysis techniques
used are qualitative and quantitative descriptive.
From the results of the study concluded that most respondents that the cause is poor because
of education, low income, most of the respondents are daily livelihood as a farm laborer. Poverty
reduction in sub-district perspective: providing the skills, conduct infrastructure improvements in
the village, providing agricultural assistance, provide capital for SMEs, and home repaire. While the
respondent’s perspective: providing assistance in the form of building materials, capital assistance
to businesses, educational scholarships/means of an inexpensive education for the poor, with many
jobs. Model of empowerment of the poor by developing small industry/handicrafts as an effort to
alleviate poverty with an approach that integrates both the aspects of the approach, institutions
involved, as well as the methods applied.
