Model of Organizational Culture in Watershed Management Brantas

ABSTRACT

The objectives of this work is to find relationship model between institutional culture and Brantas
watershed performance. The model is develop by neuro fuzzy. The research was done at Brantas Watershed
Management in Surabaya, East Java, Indonesia on January-April 2013. Collecting data was done by
quessionaire on staff of Brantas watershed management. Research method consist of three steps. The first
step was evaluating institutional culture in Brantas watershed management. The second step was evaluating
Brantas watershed performance. Watershed performance consist of two indicators: erosion index and
river regym coefficient. The third step was finding relationship model between institutional culture and
Brantas watershed performance. The model was built by neuro fuzzy. Data analysis was done by Adaptive
Neuro Fuzzy Inference System. Standard of model performance were correlation coefficient, mean absolute
percentage error and root mean square error. Result research show that institutional culture affected on
Brantas watershed performance. Institutional culture in Brantas watershed Management was good.
Brantas watershed performance is good.

ABSTRAK

Tujuan penelitian adalah untuk menemukan model hubungan budaya organisasi pengelola dengan
kinerja DAS Brantas. Metode penelitian terdiri dari tiga tahap. Tahap pertama adalah menilai budaya organisasi
pengelola DAS Brantas. Tahap kedua adalah menilai kinerja DAS Brantas. Kinerja DAS terdiri dari dua
variabel yaitu indeks erosi dan koefisien regim sungai. Tahap ketiga adalah menemukan model hubungan
budaya organisasi pengelola dengan kinerja DAS Brantas. Model hubungan budaya organisasi pengelola
dengan kinerja DAS Brantas dibangun berbasis neuro fuzzy. Penelitian dilakukan di Balai Pengelolaan DAS
Brantas di Surabaya mulai bulan Januari - April 2013. Pengambilan data dilakukan dengan kuesioner dan
wawancara pada karyawan Balai Pengelolaan DAS Brantas. Analisa data dilakukan dengan Adaptive Neuro
Fuzzy Inference System. Tolok ukur kinerja model adalah Mean Absolute Percentage Error dan Root Mean
Square Error. Hasil penelitian menyimpulkan bahwa model hubungan budaya lembaga pengelola dengan
kinerja DAS Brantas cukup memadai dalam memprediksi kinerja DAS Brantas dengan baik. Budaya organisasi
pengelola DAS Brantas dalam kategori cukup baik.
