FENOMENA KEMISKINAN NELAYAN SEBAGAI DAMPAK OVERFISHING DI PANTAI UTARA JAWA TIMUR

Abstract

Northern coast of East Java has been categorized as an overfishing area. This
condition result in the decrease on fishermen's income and leads to poverty. The aim
of this research was to calculate fishermen's household income and to find dominant
factors which cause poverty among the outboard fishermen's household.The result of
study revealed that average income of fishermen's was Rp 1,114,820.79 and total
domestic expense was Rp 1,404,528,09. To cover the deficit, fishermen's owe their
employer, which leads to depency. The result of analysis factor revealed that the
causes of structural poverty were an institutional which inflicts a loss, a program
which doesn't take sides with traditional and fishermen's, occupancy of catching
areas, weaknesses of law enforcement to illegal fishing. The causes of cultural
poverty were philosophy of life which is oriented with the beyond, low investment,
debt, wasteful habit, a competition to make a fishermen ore superior than the
others, and catching behavior. The causes of natural poverty were limit of resources,
unsuitable catching tools, limit of catching fish period, and damage of ecosystem.
