Abstract

One Belt One Road (OBOR) merupakan proyek skala global yang digagas oleh Presiden China Xi Jinping yang berfokus pada pembangunan konektivitas kawasan Eurasia. OBOR digagas untuk menghidupkan kembali jalur sutra kuno China yang meliputi kawasan strategis melintasi Asia, Afrika, dan Eropa. Juga, dilakukan sebagai tekad China untuk mengambil peran yang lebih besar guna memenuhi kapasitasnya sebagai kekuatan utama ekonomi dunia. OBOR juga memfasilitasi China untuk menjadi kekuatan hegemon di kawasan Asia dan sekitarnya. Asia Tenggara telah menjadi kawasan prioritas tinggi dalam inisiatif tersebut. Dengan menggunakan metode studi literatur dan kerangka analisis konsep hegemoni regional, penelitian deskriptif ini berusaha untuk menjelaskan upaya China menjadi negara hegemon di kawasan Asia Tenggara melalui kerangka kerja OBOR. Tulisan ini menemukan bahwa mekaninse bantuan pendanaan dan investasi pembangunan infrastruktur di bawah kerangka kerja OBOR menjadi strategi China untuk mempertegas dominasi peran dan pengaruhnya di kawasan Asia Tenggara.
