Implementasi Kebijakan Penyelesaian Konflik Agraria Pengadaan Tanah Untuk Pembangunan Ibu Kota Negara Nusantara

Pembangunan Ibu Kota Negara (IKN) Nusantara di Indonesia membutuhkan proses pengadaan tanah berskala besar yang telah memicu konflik agraria melibatkan masyarakat adat, perusahaan swasta, dan negara. Penelitian ini bertujuan untuk menganalisis secara kritis implementasi kebijakan penyelesaian konflik agraria dalam konteks pengadaan tanah untuk pembangunan IKN. Pendekatan studi kasus kualitatif digunakan dengan teknik wawancara, observasi lapangan, dan telaah dokumen kebijakan di wilayah Penajam Paser Utara dan Kutai Kartanegara. Penelitian ini menerapkan model implementasi kebijakan Van Meter dan Van Horn yang dipadukan dengan teori sumber daya dan pendekatan resolusi konflik. Hasil penelitian menunjukkan bahwa meskipun kerangka hukum telah disusun dengan baik, pelaksanaannya di lapangan masih menghadapi berbagai hambatan seperti tindih klaim lahan, koordinasi kelembagaan yang lemah, partisipasi yang rendah, dan belum optimalnya peran Bank Tanah. Penelitian ini merekomendasikan penguatan mekanisme partisipatif, koordinasi lintas sektor, serta pemberdayaan hukum komunitas sebagai prasyarat keadilan dalam proyek strategis nasional.
